    At the regular meeting of the Board of Education, the Board approved the following:

    • Resignation of Brooke Magill from the position of Special Education Instructional Assistant, effective at the end of the day on December 20, 2019.
    • Revised Master District Volunteer List for the 2019-2020 school year.
    • Additions and deletions to the Substitute Listing for the 2019-2020 school year.
    • An unpaid leave of absence extension for Employee #3615, through on or about January 17, 2020, with insurance.
    • Revised listing for Extra-Curricular & Supplemental Positions for the 2019-2020 school year.
    • The following addition to the Athletic Event Staff for the 2019-2020 school year:

    • Kimberly Haupt, Long Term Substitute Kindergarten Teacher at Moore Elementary School, effective retroactive to December 17, 2019, for the remainder of the 2019-2020 school year.  Her salary will be $297.36 per diem, based on a Master's Degree, Step 1.
    • Samar Sankari, Cafeteria Monitor at Siegfried Elementary School, effective on or about January 14, 2020, pending receipt of proper documentation.  Her rate of pay will be $13.07 per hour, in accordance with the Collective Bargaining Agreement between NASD and ESPA.
    • Mr. James Sansone and one student to attend the PMEA District 10 Band Festival at Exeter High School in Reading, PA.  The student will be attending February 13 through February 15, 2020.  Mr. Sansone will be attending on February 13-14, 2020.  The approximate cost to the District is $275.00.  The costs are included in the Board approved District budget.
    • One High School student to attend the PMEA District 10 Chorus Festival at Boyertown Area Senior High School in Boyertown, PA.  The student will be attending January 15-17, 2020.  Mrs. Reinsmith will be attending the evening of January 15, 2020. The approximate cost to the District is $133.00.  The costs are included the Board approved 2019-2020 budget.
    • Attendance of Mrs. Kelsey Haviland and Ms. Trina Williams at the National  Association of School Psychologists 2020 Conference to be held in Baltimore, Maryland, on February 18 through 21, 2020.  The cost for their attendance is approximately $1,646.14. The cost for this conference is included in the 2019-2020 Board approved curriculum budget.
    • Mr. Ryan Mertz and two students to attend the PMEA District 10 Orchestra Festival at Wilson Area High School in West Lawn, PA.  The students will be attending January 29 through January 31, 2020.  Mr. Mertz will be attending on January 29 2020.  He will also attend the performance on Friday, January 31 but will not require a sub. Snow dates will be 1/30, 1/31, or 2/3. The approximate cost to the District is $519.63.  The costs are included in the Board approved District budget.
    • Authorize the School Board President to execute the Financial Security Agreement which provides security to the School District in the form of a letter of credit in the amount of $80,000 to be drawn upon in the event that JW Development Partners defaults in its obligation to maintain certain stormwater facilities and traffic signal in accordance with a PennDOT Highway Occupancy Permit Application filed by East Allen Township for the benefit of JW Development Partners and Northampton Area School District.
    • The Agreement with Lehigh University for the rental of Stabler Arena for the 2020 graduation ceremonies at a rate of $8,433.44 plus any actual expenses.
    • 1.  Approve the 2020-2021 Preliminary Budget.  That the Board of Education does approve the 2020-2021 Preliminary Budget as follows:

    General Fund         $114,717,283

    Food Service Fund     $2,504,747

    Athletic Fund                $258,743

    This is a 3.8% tax increase with the ending unassigned fund balance estimated at $5,735,070 which is 5% of budgeted expenditures.The Preliminary Budget has been made available for public inspection at least twenty (20) days prior to adoption and public notice of the Board’s intent to adopt the Preliminary Budget has been given at least ten (10) days in advance pursuant to Act 1 of Special Session 2006.

     

    1.  Approval to seek Exceptions. That the Board of Education does hereby authorize Administration to seek approval from the Pennsylvania Department of Education for certain exceptions allowed under Act 1, that if approved, will allow the District to increase the rate of tax levied for the support of its schools during fiscal year 2020-2021 by more than the index allowed under Act 1 of Special Session 2006.  The intent to seek exceptions shall be advertised in a newspaper of general circulation and on the District’s publicly accessible internet site at least one week prior to submitting the request.

     

    1.  Authorization to Advertise the Intent to Seek Exceptions. That the Board of Education does hereby authorize Administration to give notice in a newspaper of general circulation and on the District’s publicly accessible internet site the District’s intent to seek approval from the Pennsylvania Department of Education for exceptions.

     

    • The Catalog Fixed Discount Program as awarded by the IU20 Joint Purchasing Board for the period of January 1, 2020, through December 31, 2020.
    • The following bids for fuel oil for the 2020-21 school year as awarded by the Northampton/Monroe/Pike County Joint Purchasing Board:

         -#2 Fuel Oil (Truck Transport) @ $1.9428/gal. to Talley Petroleum of Grantville, PA

         -#2 Fuel Oil (Tank Wagon) @ $2.4406/gal. to PAPCO of Aston, PA

         -Unleaded Gasoline 87 Octane (Tank Wagon) @ $1.7953/gal. to Talley Petroleum of Grantville, PA

         -Bio-Diesel (Tank Wagon) @ $2.0399/gal. plus $0.0350/gal. for winter additive to Talley Petroleum of Grantville, PA

         -Off-Road Diesel (Tank Wagon) @ $3.9728/gal. plus $0.0350/gal. for winter additive to Talley Petroleum of Grantville, PA
