    At the regular meeting of the Board of Education, the Board approved the following:

    • Approve the revised list of Professional and Support Staff transfers effective with the 2020-2021 school year.
    • Resignation of Phillip Moser, Technology Technician, for the purpose of superannuated retirement, effective at the end of the day on December 4, 2020.
    • Resignation of Madison Mennell, Assistant Girls Soccer Coach, effective July 13, 2020.
    • Employee #4300, a paid childrearing leave of absence, beginning on or about November 3, 2020, through December 14, 2020, and an unpaid FMLA childrearing leave of absence, beginning December 15, 2020, through December 23, 2020, with insurance, as per Federal Government regulations.
    • Approve for Employee #4249, a paid childbearing/childrearing leave of absence, beginning on or about February 12, 2021, through April 15, 2021, and an unpaid FMLA childrearing leave of absence, beginning April 16, 2021, through on or about May 14, 2021, with insurance, as per Federal Government regulations.
    • Employee #2367, a full-year medical sabbatical for the 2020-2021 school year.
    • The Master Substitute Listing for the 2020-2021 school year.
    • Resignation of Erin Kessler from the position of Special Education Instructional Assistant at Lehigh Elementary School, effective August 20, 2020.
    • Revised listing of 2020-2021 Fall Season Head Coaches and Assistant Coaches with their designated payments, effective July 1, 2020, through June 30, 2021.
    • Listing of Athletic Event Staff Rates for the 2020-2021 school year, effective August 1, 2020, through June 30, 2021.
    • Listing of Athletic Event Staff for the 2020-2021 school year, effective August 1, 2020, through June 30, 2021.
    • The listing of 68-day Short-Term Substitute Teachers for the 2020-2021 schoolyear. The per diem rate will be $125.00, per the Substitute Professional pay schedule, no benefits. 
    • Jolene Makovsky, LTS Special Education Teacher at the Middle School, effective August 24, 2020, for the 2020-2021 school year, pending receipt of proper documentation.  Her salary will be $54,055.00, with benefits, based on a Bachelor’s degree and Step 1, per the Collective Bargaining Agreement between NASD and NAEA.  The salary for this position will be paid from ACCESS Funds. 
    • Adoption of the following policies, effective August 10, 2020: 233 – Suspension      and Expulsion; 904 – Public Attendance at School Events
    • Approve the suspension of the procedure set forth in Board Policy 003 that requires a review of a proposed new policy at a Board workshop or regular Board meeting prior to adoption of the policy at a subsequent Board meeting; and in lieu of such procedure, approve the adoption of proposed Policy Attachment to Policy 221 under a separate motion, as well as the Board’s review of the proposed policy at the August 10, 2020 meeting in which the Board votes on the Policy’s adoption. This suspension of the procedures for policy review shall remain in effect only for the Board meeting on August 10, 2020.
    • Adoption of the new Attachment 1 to Policy 221, effective August 10, 2020.
    • Northampton Area School District Flexible Instructional Day Application.
    • The Revised Curricula: Middle School and High School including FCS, Geography through Reading, Culture and Conversation, Honors English, Nutrition for Wellness, Culinary Arts, Honors French 4, Spanish IV, and Honors Spanish IV.
    • The NASD K-12 Academic Plans for District Continuity of Education 2020-2021 School Year: Plan A, Plan B, and Plan C. Since the Plans may be subject to revision from time to time as required by changing circumstances or Commonwealth Orders and Guidance, the Superintendent of Schools is hereby authorized to implement changes to the Plans as necessary and thereafter submit revised Plans for review and approval by the School Board.  The Plans and changes to the Plans shall be distributed electronically to all School District staff and parents/guardians/students, and posted on the School District Website.
    • The Northampton Area School District temporary emergency provisions in accordance with Section 520.1 of the School Code beginning with school year 2020-2021 that accounts for at least 180 instruction days and 990 hours of instruction at the secondary level and 900 hours of instruction at the elementary level; the temporary emergency provisions shall remain in effect until the COVID-19 emergency has ended, but in no event shall the temporary emergency provisions remain in effect for a period of more than four (4) years after they are first put into effect, unless reauthorized by the School Board and      reapproved by the Secretary of Education; the temporary emergency provisions shall be submitted to the Secretary of Education for approval through the submittal of a copy of the completed PDE Emergency Instructional Time Provisions signed by the Superintendent of Schools and the President of the School Board.  The Secretary of the School Board shall, if required by PDE, certify the School Board minutes at which the temporary emergency provisions were approved by the School Board. 
    • The following 2020 Real Estate Tax Exoneration: 329 Property (Parcel L5 1 12) – Northampton Area School District in the amount of $1,103.29 due to being a tax exempt entity.
    • The settlement of the tax assessment appeal filed by Concordia Lutheran Church for tax parcel no. J4 32 9 0520 (located at 3285 Pheasant Drive, Moore Township) pursuant to the Stipulation of Counsel and authorize the District’s solicitor to execute the Stipulation of Counsel on behalf of the School District.  The Stipulation of Counsel provides that Parcel J4 32 9 0520 shall go from active to exempt for 3 acres of the 10.7 acre parcel with an effective on January 1, 2020.  The effective for the School District is July 1, 2020.
    • The Collaborative Agreement/Contract for Services between Community Services for Children, Inc., Head Start of the Lehigh Valley and Northampton Area School District for 2020-2021 to implement two Head Start Pre-Ks for forty Pre-K students residing in our district. There is a $40,000 cost to the District, which comes from Northampton Area School District Title I funding for the two Pre-K classrooms.
    • The Collaborative Agreement/Contract for Services between Community Services for Children, Inc. and Northampton Area School District for 2020-2021 to implement a ‘Pre-K Counts’ Classroom at Franklin Elementary School and one classroom at Moore Elementary School, as well.  This is at no cost to the Northampton Area School District.
    • Approve and authorize the Business Administrator to provide written consent on behalf of the School Board for the sale by the Northampton County Tax Claim Bureau the properties listed below for the bid amounts listed below in accordance with the Real Estate Taxx Sales Law. The properties had previously been offered for sale at a County upset sale and thereafter at a County judicial sale, but were not sold and instead were placed in the County repository of unsold properties.

    • Bills for Payment.
    • The renewal contract with Erika Fitzpatrick, certified Wilson Reading Instructor, for the delivery of school-based services utilizing the Wilson Reading Program at a cost not to exceed $17,500.00.
    • The Revised NASD COVID-19 Athletics and Activities Health and Safety Plan effective August 11, 2020.  Since the Plan may be subject to revision from time to time as required by changing circumstances or Commonwealth Orders and Guidance, the Superintendent of Schools is hereby authorized to implement changes to the Plan as necessary and thereafter submit a revised Plan for review and approval by the School Board. The Plan and changes to the Plan shall be distributed electronically to all School District staff and parents/guardians/students, and posted on the School District Website.
    • Secondary and Elementary School Handbooks for the 2020-2021 school year.
    • Accept, with appreciation, the donation of a beginner cello and bow with an estimated value of $300 from David Eveland.
    • List of active First Student Drivers/Operators.
    • The NASD Phased School Reopening Health and Safety Plan effective August 11, 2020. Since the Plan may be subject to revision from time to time as required by changing circumstances or Commonwealth Orders and Guidance, the Superintendent of Schools is hereby authorized to implement changes to the Plan as necessary and thereafter submit a revised Plan for review and approval by the School Board. The Plan and changes to the Plan shall be distributed electronically to all School District staff and parents/guardians/students, and posted on the School District Website.
