    At the regular meeting of the Board of Education, the Board approved the following:

    • Revised list of Professional and Support Staff transfers effective with the 2020-2021 school year.
    • A half-year sabbatical for Laura McHugh, for the purpose of professional development, for the second semester of the 2020-2021 school year.
    • A half-year sabbatical for Cornelius McHugh, for the purpose of professional development, for the semester of the 2020-2021 school year.
    • Resignation of Debra Klepeiss, Health Room Assistant, for the purpose of superannuated retirement, effective at the end of the day on September 1, 2020.
    • Employee #4217, an unpaid leave of absence beginning August 31, 2020, through November 23, 2020.
    • Additions and deletions to the Substitute Listing for the 2020-2021 school year.
    • Revised Master District Volunteer List for the 2020-21 school year.
    • Employee #4441, an unpaid FMLA leave of absence beginning September 16, 2020, through September 30, 2020, as per Federal Government regulations.
    • Resignation of Bernadette Rabel, Biology Teacher at the High School, effective November 9, 2020, or until a suitable replacement has been found.
    • Mentor/Inductee List for the 2020-2021 school year including the mentors and stipend payment for the 2020-2021 school year.
    • Traffic Duty Monitors and hourly rates, effective retroactive to August 31, 2020, through the end of the 2020-2021 school year.
    • Approve Mary Frantz, District Technology Technician, effective September 30, 2020, pending receipt of proper documentation. Her salary will be $27.67 per hour, with benefits, in accordance with the ESPA Agreement.
    • Approve Geoffery Bechtold, District Technology Technician, effective September 30, 2020, pending receipt of proper documentation. His salary will be $27.67 per hour, with benefits, in accordance with the ESPA Agreement.
    • Adoption of the following new policy, effective September 14, 2020: 4 – Use of Livestream Video on School District Property.
    • Revised NASD K-12 Academic Plans for District Continuity of Education 2020-2021 School Year: Plan A, Plan B, and Plan C.
    • Northampton Area School District revised temporary emergency provisions in accordance with Section 520.1 of the School Code beginning with school year 2020-2021 that accounts for at least 180 instruction days and 990 hours of instruction at the secondary level and 900 hours of instruction at the elementary level; the temporary emergency provisions shall remain in effect until the COVID-19 emergency has ended, but in no event shall the temporary emergency provisions remain in effect for a period of more than four (4) years after they are first put into effect, unless reauthorized by the School Board and reapproved by the Secretary of Education; the temporary emergency provisions attached hereto shall be signed by the Superintendent of Schools and the President of the Board of School Directors and thereafter shall be submitted to the Secretary of Education for approval.  The Administration is authorized to take all actions necessary to carry out and implement the temporary emergency provisions.  The Secretary of the School Board shall, if required by PDE, certify the School Board minutes at which the temporary emergency provisions were approved by the School Board.
    • Three (3) year service agreement to Garaventa Lift of Sharon Hill, Pennsylvania, from July 1, 2020, through June 30, 2023, to complete the required ADA inspection, clean, and lubricate the wheelchair lift(s) at Colonel John Siegfried Elementary School, George Wolf Elementary School, Moore Elementary School, and a one (1) year service agreement for Lehigh Elementary School at the following annual costs:

                          Year One:

                          $600.00 at Colonel John Siegfried Elementary School (1 lift)

                          $600.00 at George Wolf Elementary School (1 lift)

                          $600.00 at Moore Elementary School (1 lift)

                          + $1800.00 at Lehigh Elementary School (3 lifts)

                          $3,600.00 total annual cost

     

                          Years Two & Three:

                          $600.00 at Colonel John Siegfried Elementary School (1 lift)

                          $600.00 at George Wolf Elementary School (1 lift)

                          $600.00 at Moore Elementary School (1 lift)

                          $1,800.00 total annual cost

    This is a zero percent increase from our previous contract, and an overall cost savings due to the new Lehigh building.

    • Contract for a special education teacher, Susan Gallagher, to provide school-based special education services not to exceed $20,250.
    • Settlement of the real estate tax assessment appeal filed in the Court of Common Pleas of Northampton County, Docket No. C-48-CV-2019-10158, by the Northampton Area School District against Cherry Square Shopping Center LLC for Tax Parcel No. L4 8 4N 0522 effective for School District tax year beginning July 1, 2020, and pursuant to the Settlement Stipulation, and further approve and authorize the School District’s attorney, Raymond P. Wendolowski, Esquire, to execute the Settlement Stipulation on behalf of the School District. Wendolowski, Esquire, to execute the Settlement Stipulation on behalf of the School District.
    • Letter of Agreement between the Northampton Area School District and Colonial Intermediate Unit 20 for the purpose of providing 1) remedial instruction in reading and math to non-proficient students in qualifying non-public schools at a cost of: 1)  $38,971.00 for instruction,   2) $394.00 for parent involvement programming.  The Colonial IU20 administrative service fee is three (3%) percent of the total amount.  The costs for instruction and parent involvement programming at the Non-Public School are covered through the 2020-2021 Title I grant.
    • A five (5) year contract between National Federation of State High School Associations and Northampton Area School District to live stream varsity athletic events.
    • Bills for Payment.
    • Revised NASD Phased School Reopening Health and Safety Plan effective August 11, 2020. Since the Plan may be subject to further revision from time to time as required by changing circumstances or Commonwealth Orders and Guidance, the Superintendent of Schools is hereby authorized to implement changes to the Plan as necessary and thereafter submit a revised Plan for review and approval by the School Board. The Plan and changes to the Plan shall be distributed electronically to all School District staff and parents/guardians/students, and posted on the School District Website.
    • Accept, with appreciation, a donation of fall/winter coats for students in need at George Wolf Elementary School, Borough Elementary School, Moore Elementary School, Lehigh Elementary School, and Northampton Area Middle School from St. Nickolas Knights of Columbus, 1152 Oak Road, Walnutport, Pennsylvania.
    • Accept, with appreciation, a Varsity Athletic Sweater donation for Northampton Area High School from Kathy Lienhard on behalf of Michael Gontar.
